My CCRs have restricions about antennas in the >>>neighborhood, but they are written in a way to say >>>no antennas for anything but AM and FM
that's simple. since you say your hoa allows antennas for am and fm,
then you can use an antenna for amateur radio as long as you transmit
only in fm on the vhf frequenciees or am on the few hf frequencies
where hams still use am mode.

you just can't transmit in ssb or cw. as it is against the rules to
transmit in cw modewith your antenna.
