Even though Florida has a law permitting radio operation from a mobile
vehicle if you can prove you have a radio liscense, that doesn't
necessarilly mean you won't get a ticket.
What actually happens is if you key down your radio to transmit while
mobile in Florida, the cops will give you a ticket for illegally
warning other motorists that the cops are coming by flashing your
headlights which is against Florida law  because when you transmitted,
the cops saw youtr headlights dim, then brighten again when you
stopeed transmitting.
